It's never off for me, usually if it is it's within 0.05 or so. When you check the mash pH, at what point are you checking it?

What do you use to check ph?

I wait 15 minutes when the first rest start

The pH of the ‘raw’ water has a negligible effect on mash pH. The water has almost no buffering capacity, so the grains vastly overwhelm the water pH easily.

Have the lab measure pH on a wort sample that you also measured. And wort temperature affects the meter readings, so 20 C might be a good value.
