What if I use fermentor for starter?
Brew a 15 liters of wort, use 5 liters for start let it ferment 24 hours and then put inside 10 liters more
Is that a good way?
 
Do it like an ale, but pitch very heavy. You don't need a starter with a shitload of yeast. Opening fermenters for long periods of time during fermentation is asking for an infection.

You can't necessarily be confident of cell count with that method. Just use dry yeast and pitch the appropriate amount. It works.

I don't have enough yeast,
I just have a pack of 11g
