Not that is much of a help, but to add to the confusion...
...I have often had a problem getting top fermenting brews (primarily w/ US-05) down to FG by bottling. Even after 3-4 weeks of ramping up from 17° to 20°C, fermentation would have slowed and be close to FG, but it still wasn't quite there. Bottle conditioning continued at the same pace, which often meant I would have a tasty, finished and well carbonized beer at 4-8 weeks in the bottle and practically a foamer at 12-16 weeks.
Don't know why, but other than a couple of wonky ones, I have had waaaayyy more consistent results with bottom fermenting (W-34/70) @~11°C, ramping up to ~20°C after 2-3 weeks and bottling after 3-4 weeks total.
PS....and yes, 1.033 seems to be really high for an FG
