Isnt that the definition of a white IPA? Ipa with wit yeast.

Yes, but T-58 is much more assertive than a Wit yeast such as WLP400 or Lallemand Wit.
FWIW, I'd never use T-58 in a Witbier.
Again, it's your vision, so go with it.

Not in my experience. I find T-58 to be very mild in character, just some apple & pear. I used T-58 in my recent witbier and have been happy with the result.

The Citra and Mosaic are very powerful in character, which will definitely cover up any character from T-58, to the point where it is closer to an American Hazy IPA than a Belgian IPA.

"less body". Y'all can correct me if I am wrong, but how are you going to have less body when 14% of your recipe is adjuncts?
Again, I'm here to learn too, but it doesn't make a lot of sense to me to use that much in the way of adjuncts if you don't want a lot of body.
