After every brew I use a bit of beer line cleaner where there is a bit of scorched on residue where the elements are.
After that and a good rinse I mix up a gallon or so of PBW in the kettle, set the temp to 70C/160F, and let it circulate through my CF chiller.
This prevents that "build up", much easier to keep it clean as you go than to have a stubborn film to clean.
I would try the BLC, and a soft sponge, and wear gloves
