Do note that you can see the generic list of steps from your Profile menu. (where you can edit them, adding your own, removing those you don't use, adjusting the language used, etc.)
As for seeing the actual steps for a particular recipe (with all specs filled in from the recipe) without a brew session would be interesting as noted.
My usual work flow is this:
1. Set up my batch size, equipment, style, et cetera up top.
2. Build my mash bill. (fermentables)
3. Specify my hops.
4. Determine and adjust my water requirements.
5. Link a water calc. (more advanced, but I find this is the best place in the flow to do it) which brings in my salts and acid.
6. Add any other ingredients, specify carbonation, yeast, etc.
Once I'm happy with the resulting overall brew specs (gravity, color, ABV), then I proceed to:
7. Create a Brew Session. (using a snapshot)
If I end up editing a snapshot recipe after step 7, I use the Rebuild function in the session Edit tab which will edit the specs in my steps. (and adjust inventory deductions if you get that fancy)
I generally don't worry about the wording of the 'steps' until I'm pretty much ready to brew.
